Would be hard to beat apex. 3 yards would give you 2 quilts roughly 48x60. You might even be able to use a single yard for each. 36x60 would definitely cover my little boy. I made my 4 year old a top quilt with 5oz apex. Weighs 14 oz and fits on a gallon ziplock! I just bought him a hennessy scout, so I'm going to be working on bottom insulation too. I'll probably let him use his 20x48 ridgerest solite at first since we already have it.
A couple of PLUQs might work well. Inexpensive, easy to make and will get most folks into the low 50s/low 40... 40s and lower, 5 oz Climashield Apex works for me...
My son get my backup down uq....if I were going to buy me I'd get the Phoenix from HG. It'd be full leng for them and as they grow it just becomes a partial and they can substitute with a pad

You could make some small double layer hammocks and slip a closed cell foam pad in.

It boils down to how much to want to spend and how long you want it to last... Not quality but just years... I love my Molly Mac Shamu underquilt... It has been in a lot of crazy weather and never done me wrong inside it's temp range... Which is right at 40℉ for me... And with a kid in it they are well covered to roll and flip and squirm...
But a pad may be something better for them between a double layer just because less fiddle... No chance of them missing the hammock and trying to sit on the underquilt...
Live, Laugh, Love, if that doesn't work. Load, Aim and Fire, repeat as necessary...

So far I've just had them use closed cell foam pads. Nothing below 60 for them yet though I've been down to about 40 comfortably with just a CC pad and a sleeping bag for a TQ.
