The company that makes them tests them to 500 pounds. However they have been tested to 4000 pounds. Plus these are really really well tested with years of hangers using them and I never heard of a bent one.

Dutch will have to confirm on an overall safe working load for the system, but they both use the same buckle. Dutch's version will have an amsteel loop instead of webbing on one side and the webbing for the strap may be different, but I'm betting the weak link is still the webbing which should make the ratings very close.

So all cinch buckels are basically the same? Or just these Dutch ones and the millatarry ones?

All of them marked "DJ 101" are the same. That's all I've seen offered by our vendors for this style of cinch buckle.
