Tell whoever is chopping up the hose, that they can stop now....I think it's dead.
The hose is a soaker hose that was buried under the mulch. The mulch needs re done now as it had mostly washed away or decomposed. The hose is intact, it just goes underground in places, and should be buried under mulch
