I second the PLUQ as an option. Not sure what temps you will find yourself in and if it will work for what you need, but it's a thought.
For a tarp, an Etowah Outfitters 8 X 10 made of silnylon is 70 bucks. I think it comes with guylines and stakes, too, but not sure about that.
DIY gathered end is the way to go for the rig.

i just want to put it out there that i tried a smaller tarp and in New England it didn't work. it never rains straight down, it's always that nice side ways kind and long after the rain stops the trees continue to rain down on you. i think skimping on a tarp in NE is not a good idea. I had a Kelty and it just didn't give enough coverage for me. I went with the Superfly and will never get another tarp. Just my 0.02 cents.
Also, using a winter sock will give her 15 degrees of extra warmth for that jarbridge. i got mine from Papa Smurf on sale.
The yukon hammocks posted on Woot a lot are such a great deal for $20 if the DIY doesn't pan out.

Considering the HH Epx UL includes a tarp (asymmetrical) & bugnet you could have everything you need w/$50.00 for you UQ. Buy the SS and your 50 over, but a poncho liner and make your own and pocket $30.00.
If she's under 5'11" try a Amazona's Byer Amazona's Miskito Hammock, I think it's about the most comfortable one I've tried, @ $49.00 it's a bargain. And packs up to about 1/2 the size of my HH Exp UL and only weighs 1#.
Have you even looked at the 11x11 or 8 1/2x8 1/2 hq camo tarps at the sportsmanguide.com
They are pretty lightweight and run $22.99 AND $30.00 bucks

Thanks for all the responses. I'm gonna try to cover everyone as best I can without doing a million quotes.
She plans to car camp and backpack. I want to get her a 3 season set up so the PLUQ is out. She is supposed to be ordering a Jarbridge tonight since AHE is having a sale. That'll get her an UQ for $85.
There are definitely some cheaper tarps out there but none of them seem better than the tadpole. The goal isn't to find the cheapest stuff but to find the best stuff for $200. The only other tarp that is in the running right now is the WB Edge. But it has a pretty long ship time.
With the money saved on the UQ she should be able to pick up enough ripstop now to DIY a hammock instead of using the tablecloth which will save her a good bit of weight. All of the accessories will be supplied from my stockpile so no cost there.
So after investigating all of your suggestions I am confident that the setup I have in mind is going to be the best bang for her buck.

you cant beat the jarbridge river i have 3 of them
my buddy jeff has made a really cool table cloth hammock
and he made a bug net out of netted curtin material for like 10 bucks
