Fun ride for sure but panniers add drag and knock top speed down a few MPH. They come off for around town but top case stays on full time. Great for running errands and picking things up. With pannier on I have plenty of room for all the gear, food, tools, and most important of all a spare drive belt. Nothing like blowing up a belt 200+ miles from home and not having it with you, not that I would know anything about that....

When you're in a car; scooters are like mosquitoes inside your bug net. When you're on a scooter it's like sleeping in summer without a bugnet.

I understand your hubbies fears. I live in Taiwan. I've seen people riding scooters on the wrong side of the road without lights on sometimes with 5-6 passengers while towing a stroller..... My wife say's it's about natural selection - the universe balancing itself. I've lived here for 2 years and I have personally dragged 3 people off the road after crashing. Google Taiwan scooter crash: Some videos are funnier than others but anyway "up a tree" isn't too far fetched. Ride responsibly and with a bit of luck you'll be fine. I love scooters too..... but i'm a terrible husband. My wife doesn't know we own one. We live in a huge apartment complex scooter parking came with the house.
