It's open year round for floating and hiking,,, the Rangers just don't want you to camp in camp grounds until open. BUT, 100yds outside the campground is not part of the campgrounds and you can camp.

Location, Location, Location
Guys y'all are stressing about something that will work it self out. Our last LA hang in November, we got there and found we couldn't camp in the location we planned. Had to end up moving the whole hang to a different location.
When the 13th comes it will all workout. So stop worrying and the location and start worrying that you will never want any other beans besides "Hate Beans".

I happen to be up in the area this weekend, so why not stop by? Coincidentally(had to spell check that) I am looking at moving to the area, looking at a house off 206 just west of 7.

I tell you what, if the 25 acres I am looking at had enough trees on it, I would not hesitate to invite you all. There is a large patch of woods directly behind the 25 acres I would love to try and buy.
So IF the planets align, and the house is right, the price is right, AND I can buy those woods. It's a done deal!
In fact one of my criteria when searching for property is trees for camping. This 25 acres has a nice crop of old growth Oak, I think, but only a dozen or so. Not enough for a large group, and it's right off the master bedroom, so my wife would pretty Veto any size group in there.
I was up there yesterday, stopped by Ponca, Steel Creel, and Pruitt. The sign telling me my Poor Little VW Golf would be eaten by the road made me not head down to Kyle's Landing. There were however quite a few Pickups heading down when I was there so it was active over the weekend. In fact all the sites were.
Does anyone know how far the hike is from Steel Creek to Kyle's Landing on the BRT? http://www.ouachitamaps.com/Buffalo%2001%20West.html says it's 9.7 from Ponca to Kyle's so it has to be less.
I ask because I am interested in a hike in to pretend I am not car camping. However I am recovering, and will be for another 12 months, from Achilles tendon surgery and want to take it easy, or at least tell my Ortho I am.
Hmmm.....Camp Orr also uses that road.
If I found all the way-points on that PDF map, Steel Creek (I've not been there) to Kyles looks like 7.6? Also looks like just before Kyles when you hit the river, stay along the river as the BRT goes back up and then crosses the road way up (looking at the contour lines).
