On the off chance someone did not catch the underlying humour, 'belated' means late, whereas 'berate' means to put someone down.
In truth, I think Dutch is amazing. And we could celebrate Dutch's birth and existence every single day. In the past I have frequently done so by wiring him money electronically on random days. And Dutch is such a great guy that he sends me gifts back in the mail just as frequently.
