The extra unused fabric is structural in design. The edges of the rectangle are extended through to the hammock ends making the gather at the ends structural in nature to keep the middle from stressing too much with your weight. Removing this material and adding netting may result in the same weight with declined strength from the sewing adding to the possibility of failure.
As far as a floating bivy, check out bridge style hammocks. This may be what your trying to engineer. You could always modify it by making one shorter/thiner to your likings.
