    Hydrostatic Head Test without equipment

So This question may have been asked before, but if someone wanted to test the HH of a given fabric, the standard solution is a sealed tube, or pressurized valves, etc. Would it work simply to gather the fabric into a bag, pour water in, and measure how high above the bottom it got before leaking?

Holding the fabric against a shower head is often done.

Here's a relevant YouTube video that RipStopByTheRoll has done.

right, right. I suppose I was simply thinking in terms of getting a numerical rating without building a full rig

I don't know that you could get a numerical rating without equipment but you could get an unscientific-ballpark comparing known rated material (e.g. the above YT video by RipStop).
