I'm pretty sure it's satirical. It's a little hard to tell since our sensibilities have changed so much, but I don't think they were sincere when they talked about Central Americans laying in their hammocks all day, with only short breaks to get up and start revolutions. It makes me wonder, if someone in the year 2140 watches the Colbert Report, will they get the joke or just think we were all ridiculous?
