I've made double ended stuff sacks for a few HF members. not quite a bishop bag, but serves the same purpose.
I see no issue why making one out of mesh, or noseeum netting should be an issue. Other then you'd have to be more careful stuffing it.
Edit: and the only thing stopping me from trying a bishop bag is the PIA I'm having finding a buttonhole foot for my thread injector
stuff sacks with cinch or whatever im fine with. just would like one out of mesh. maybe a little longer than usual too.
obv for a tarp.
They certainly can be made. I have seen similar mesh bags for many uses but the wrong size/shape. They do have their own set of problems. I have two mesh duffles I use for boat gear I expect to get wet. They snag easily. Depending on what you are trying to do I would be inclined to use a solid bottom, mesh sides and a solid strip for the draw cord to ride in. I would also bury the side seam in a 1" wide strip of solid material. YMMV.

i think a stuff sackish type of thing would work well, all im trying to do is get something like a mesh snake skin that will fit my tarp easy
Make a 1-piece, square bottom stuff sack. Before you do the middle seam on the bottom, roll a 1" hem in the center on each side, then sew the bottom together, leaving the area you rolled the hem unsewed....if that make sense. Or use grosgrain edging in the hole.

Took a Kelly compression bag, pounded in a plastic grommet. Bishop bag done and once stuffed, I can compress it a bit to ease the packing. Swallows the hammock, under cover, under pad of my hennessey super shelter and the sleeping bag I'm using for a top quilt. All in one bag makes for a stupid fast setup. I will tweak and tinker, but the bishop bag thread search was a good time read and convincing.
