I took the core from a 24" piece of coax, folded it in half, and used needle nose pliers to put tiny loops in the end (to mask the sharpness and help it to slide through the interior).

I find the 18 ga floral wire works best. It usually splits the strands well and doesn't get caught on anything. My loop turner tends to catch fibers on the way out.

One thing no one has answered yet is what the hollow rope you saw was. Its called amsteel, and has pretty much NO stretch, and the 7/64" we use has a what, 1600lb break strength?
He asked about the tools, not the rope.
