I say 14", that would be including seam allowance for raw fabric dimensions.
So, your heigth + 14". This can vary depending on your seams, shoe size and width of quilt near the foot.

That's more than I guessed. A six foot man would need an 82" TQ?
No, the TQ doesn't fold up. it folds over and is seamed 14" or so up.
Just an example.
JRB has an option where those seams are Velcro.

I was wondering if you needed to add a little lenth to allow for the cinching.
Thanks Kayak. Thats what I was looking for. I am not even close to being a gram weenie, but I am now at least aware of weight and volume. So now I worry about every inch and oz. before I start a project.
