We paddled about 11 miles this weekend on the lake. Never saw a TWRA patrol boat. I would overnight camp on the islands. You may get run off but I doubt they would fine you. There are not any "no camping" signs posted on the islands or commercial and state park access points. How would you know the islands were closed unless you made the effort to call? In my experience the TWRA patrols are fairly reasonable people if you treat them with respect.

Update for locals wanting to paddle Percy Priest. I found out today that Smith Springs and Anderson Rd are open to launch boats. I am sure other ramps are open also. The day area at Anderson was also open for a walk along the lake.
