Looks like your using a MSR Whisperlight stove. A trick I picked up on using cannister stoves in cold weather, while working on my Wood Badge ticket is to place the cannister in a pan of water about 1 inch deep. The water actually prevents frost from condensing on the cannister and chilling the gass inside which reduces efficiency.
