The dowel is flexed by tensioning the compression straps (1" webbing, fastex buckles). An L-shaped mending plate, fixed to the rear leg of the tripod at the base, holds a small copper coil in place, with a zip tie. The coil (found in a junk parts drawer, maybe a spring of some sort? it is not visible in the photograph) admits the end of the dowel, to capture it. The dowel is compressed between the rear leg of the tripod and the cat's eye (brand) clamp holding the dowel to the cross-member strut.
The descender ring captures the 1" webbing around the rear leg, which acts as a toggle.
Concentrically, there's the descending ring, the coil and the dowel end, in one place.
